Summary

Session
Regular Session 2012
Title
Vital Records, State Registrar authorized to issue Certificate of Foreign Birth without judicial proceedings if certain criteria are satisfied, Karina's Law, Sec. 22-9A-11.1 added
Description

Under existing law, prior to the issuance of a Certificate of Foreign Birth to a child born in another country and adopted by parents who are United States citizens, the Alabama State Registrar is required to receive a report of adoption from a court of competent jurisdiction in this state including evidence from sources determined to be reliable by the court as to the date and place of birth of the person.

This bill would provide for the State Registrar to issue a "Certificate of Foreign Birth" without a report from a court if the child has automatically acquired United States citizenship following a foreign adoption and possesses a certificate of citizenship.
