SJR18 189749-2 By Senator Allen RFD: Rules First Read: 11-JAN-18 SJR18 SJR18 ENROLLED, SJR18, RECOGNIZING THE ESTABLISHMENT OF A STATE FIREFIGHTER CANCER REGISTRY DATABASE BY THE ALABAMA FIRE COLLEGE. WHEREAS, the construction of buildings and the manufacturing of their contents include more materials that use chemicals that when burned, their compounds change; and WHEREAS, these burning compounds release many different known carcinogens; and WHEREAS, it is now known that firefighters are at risk of being exposed to these carcinogens while on the scene of a fire; and WHEREAS, national studies have indicated that firefighters are twice as likely to develop specific types of cancer and are likely to die from these cancers due to more exposure to the carcinogens than the general public; and WHEREAS, the gathering of quality informational data regarding these exposures is vital to understanding the known exposures and how to limit the risk and best protect firefighters and their families; now therefore, BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH HOUSES THEREOF CONCURRING, That we recognize the establishment SJR18 of a state firefighter cancer registry database created by the Alabama Fire College that will provide a tool for all firefighters in the state, whether paid or volunteer, to login and enter their exposure information. BE IT FURTHER RESOLVED, That this database will provide a private account that only the firefighter or an administrator of the database system can access for privacy concerns. BE IT FURTHER RESOLVED, We acknowledge that the exposure information, less any personal information not required, would be collected from the entries in the database and forwarded annually to the Centers for Disease Control and Prevention to be utilized in studies that are attempting to limit the exposure of firefighters to known carcinogens while performing the duties of their job.
