ENROLLED, House Joint Resolution,
POSTHUMOUSLY RECOGNIZING DAVID CLAUDE HOWELL ON
BEING INDUCTED INTO THE WASHINGTON COUNTY HALL OF FAME.
WHEREAS, it is a tremendous privilege to
posthumously recognize David Claude Howell on his outstanding
achievement of being inducted into the Washington County Hall
of Fame in 2017; and
WHEREAS, David Claude Howell exceeded expectations
in fulfilling the needs of the community by providing
exceptional service in many esteemed civic roles; and
WHEREAS, David Claude Howell served as Director of
the Chatom branch of the Delaney Butane Company of Mobile, as
Principal of Rosington Junior High School, teacher at Fairhope
School, an employee with United Butane and Chatom Motor
Company, and as a teacher, guidance counselor, principal, and
superintendent for the Washington County Board of Education;
and
WHEREAS, David Claude Howell established the
Guidance and Counseling Program in the Washington County
School System and served as its first guidance counselor; he
was a staff member at Bishop State and Auburn University; he
was a member of the Alabama Education Association, the
National Education Association, and the Washington County

Teacher's Association; he served as president, vice-president,
and secretary of the WCTA; while he was serving as
Superintendent of Education, every school but one in the
county received Southern Accreditation; and
WHEREAS, his record of excellence included being
influential in obtaining electricity for Hobson, being
influential in obtaining telephones for Hobson and Howardtown;
spearheading the effort to build the Hobson water system;
spearheading the development of the Hobson Patriotic Mini-Park
and Military Honor Wall; and spearheading the placement of the
Permanent Exhibit of the Portraits of the Chatom School
Principals at WCHS; and
WHEREAS, Mr. Howell served with much honor as a
member of the 42nd Rainbow Division, the 79th and 97th
Infantry Divisions and the Medical Corps and as a Chaplain's
Assistant in the United States Army; he was honorably
discharged from service in October 1945; he held a Bachelor of
Arts Degree in English from Livingston College and his M.Ed.
from Auburn University and he pursued additional studies at
Alabama and Livingston to receive certifications in English,
Social Studies, Speech, Administration, Supervision, Guidance
Counseling, and Vocational Administration; he received a
Certificate of Appreciation for 44 years of service to
Washington County and an Honorary Chapter Degree from the FFA;
and

WHEREAS, Mr. Howell was a faithful and dedicated
member of Hobson Assembly of God, where he served as a
pianist, choir leader, Christ Ambassador leader, and Sunday
School teacher and directed Christmas plays and Easter
programs; he often cleaned the church and cemetery; and
WHEREAS, through the years, Mr. Claude David Howell
earned widespread admiration and respect for his tireless
dedication and exceptional abilities; now therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That Mr. David Claude Howell is
hereby posthumously honored and commended on being inducted
into the Washington County Hall of Fame in 2017, and it is
directed a copy of this resolution shall be presented to his
family in highest tribute to his legacy.
