ENROLLED, House Joint Resolution,
COMMENDING REPRESENTATIVE MARCEL BLACK FOR
DISTINGUISHED LEGISLATIVE SERVICE.
WHEREAS, we note with utmost admiration and
appreciation the distinguished service of our friend and
colleague, Representative Marcel Black, to the citizens of
House District 3, in Colbert, Lauderdale, and Lawrence
Counties, since being elected in 1990; and
WHEREAS, Representative Black has been actively
involved in the legislative process through his important
leadership roles and committee assignments including: Ethics
and Campaign Finance, Financial Services, and Judiciary; and
WHEREAS, a resident of Tuscumbia, Representative
Black graduated from The University of Alabama School of Law;
he is an attorney with the firm of Black and Hughston, P.C.;
and
WHEREAS, Representative Black is married to the
former Martha Rose Tubb and they have two children, Edgar and
Virginia Fern Tate, and five grandchildren; and
WHEREAS, Representative Black has worked tirelessly
on behalf of the citizens of Alabama while serving in the
House of Representatives and all who have served with him will

always remember his dedication and inspiring service; now
therefore,
BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
HOUSES THEREOF CONCURRING, That we heartily commend
Representative Marcel Black for his outstanding service to the
people of House District 3 and the State of Alabama and for
his invaluable contributions to this body for the past 28
years.
BE IT FURTHER RESOLVED, That a copy of this
resolution will be presented to Representative Marcel Black
with our highest esteem and appreciation, as well as sincere
best wishes for continued success in all future endeavors.
