HR303 192712-1 By Representatives Sanderford, Baker and Rowe RFD: First Read: 06-MAR-18 192712-1:n:03/06/2018:AR/ar LSA2018-1228 COMMENDING OFFICER JOSHUA GARLEN AND OFFICER JOSHUA COLLINS OF THE MADISON POLICE DEPARTMENT AS NOMINEES FOR THE 2018 ALABAMA LEGISLATIVE MEDAL OF HONOR FOR LAW ENFORCEMENT. WHEREAS, it is with highest commendation that we recognize Officer Joshua Garlen and Officer Joshua Collins of the Madison Police Department as a nominees for the 2018 Alabama Legislative Medal of Honor for Law Enforcement, Alabama's highest law enforcement award for extraordinary courage in the line of duty; and WHEREAS, for exceptionally valorous and intelligent police services, protecting the lives and safety of others as well as their own, during the attempted pursuit and apprehension of a domestic violence offender, Officer Joshua Garlen and Officer Joshua Collins distinguished themselves among their peers for decisive action that ended an immediate threat to officers, the general public, and the victim of domestic violence; and WHEREAS, on October 1, 2017, both of the radios were broadcast within minutes of each other; Officer Garlen and Officer Collins responded to a domestic violence in progress call; Officer Collins arrived to find a lone female standing in the driveway of her residence "visibly distraught" and "crying hysterically"; learning that she was the victim of the domestic violence call, Officer Collins further discovered that the offender has stolen her money and her truck; and WHEREAS, Officer Garlen was arriving in the area when Officer Collins' radio transmission describing the offender and the vehicle description, and direction of travel went out to all units; in an effort to defend himself from a violent assault with a truck and prevent further injury to himself and others, Officer Garlen drew his service weapon and fired four times through his windshield and into the rear window of the truck, each shot narrowly missing his attacker; he was able to successfully end the assault; and WHEREAS, rather than request medics for themselves, Officer Garlen and Officer Collins, having obtained control of the offender, requested medics respond to ensure that residents of the area were not injured during the pursuit or from the discharge of Officer Garlen's weapon; it was not until after the residents were safe that Officer Garlen and Officer Collins advised they had been injured; and WHEREAS, Officer Garlen and Officer Collins demonstrated courageous, calm, and intelligent quick thinking; they took action to defend their lives and reduce the danger to the lives of fellow officers involved in the pursuit as well as innocent citizens, and they are truly deserving of this distinguished nomination for the Legislative Medal of Honor for Law Enforcement; now therefore, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE LEGISLATURE OF ALABAMA, That we hereby recognize and honor Officer Joshua Garlen and Officer Joshua Collins as nominees for the 2018 Legislative Medal of Honor for Law Enforcement and direct that each of them receive a copy of this resolution as evidence of our admiration and esteem.
