Relating to addressing the issue of violent criminal activity in the City of Birmingham, Alabama, in Jefferson County; to create the Birmingham Anti-violence Task Force to study all aspects of violent criminal activity in Birmingham, Alabama, and to make suggestions and reports for strategies to reduce criminal activity in Birmingham.

Section 1

The Birmingham Anti-violence Task Force is hereby created for the purpose of conducting an ongoing study and analysis of violent criminal activity in Birmingham, Alabama, and to issue reports and make recommendations for strategies to reduce violent criminal activity in Birmingham.

Section 2

The Birmingham Anti-violence Task Force shall be composed of the following members, or their designees where indicated: (1) A member of the Alabama House of Representatives residing in the City of Birmingham appointed by the Speaker of the House of Representatives. (2) A member of the Alabama Senate residing in Birmingham appointed by the President Pro Tempore of the Senate. (3) The Chair of the Birmingham Chamber of Commerce, or a designee. (4) A family court judge appointed by the Presiding Circuit Judge of the Tenth Judicial Circuit, or a designee. (5) The Chief of Police of the City of Birmingham, or a designee. (6) The Superintendent of Education of the City of Birmingham, or a designee. (7) The Mayor of the City of Birmingham, or a designee. (8) The President of the City Council of the City of Birmingham, or a designee. (9) A community activist residing in the City of Birmingham, appointed by the city council. (10) The Director of Future Programs, or a designee. (11) The President of Ministerial Alliance, or a designee. (12) The President of CAB, or a designee. (13) The Presiding Circuit Judge of the Tenth Judicial Circuit, or a designee. (14) The District Attorney of Jefferson County, or a designee.

Section 3

(a) The members of the task force shall annually elect a chair and vice chair to preside over its meetings. (b) The task force shall meet upon the call of the chair, or by majority vote of the task force members. (c) Members of the task force shall serve without compensation, but may be reimbursed for actual expenses incurred attending a meeting of the task force by the respective appointing agencies according to applicable law and policies of the appointing entities.

Section 4

On January 10, 2021, and each January 10th thereafter, the task force shall provide a written report of its findings, studies, analyses, and suggestions for reducing violent crimes in Birmingham, Alabama, to the Governor, Speaker of the House, President Pro Tempore of the Senate, Presiding Judge of the Tenth Judicial Circuit, Mayor and City Council President of the City of Birmingham, and the District Attorney for Jefferson County.

Section 5

This act shall become effective on July 1, 2019, following its passage and approval by the Governor, or its otherwise becoming law.
