HB154 would provide a 2% cost-of-living salary increase for most Alabama state employees starting with the first pay date after October 1, 2023.
It raises salaries by 2% for employees in classified and unclassified service, all other state employees and hourly workers, judicial and legislative personnel, and county health department employees under the State Merit System whose pay is funded by state or contributing agency budgets. It does not apply to local salary supplements for judges or to state employees whose pay is governed by labor agreements or contracts. The pay plans for state, court, Legislative, and Legislative Services Agency employees must be updated to reflect the increase and certified to the State Comptroller to issue warrants. The act itself is not a separate appropriation; funding is provided through the annual budget act, and the increase becomes effective immediately after passage and governor approval, with the actual raise beginning on the first pay date after October 1, 2023.
