HB404 would let commercial drivers with a valid TSA TWIC credential obtain or renew a Hazardous Materials Endorsement through Alabama ALEA under specific conditions.
If a commercial driver holds a valid Transportation Worker Identification Credential (TWIC) from TSA, ALEA must issue or renew that driver's Hazardous Materials Endorsement (HME) provided the TWIC is valid and the HME's expiration date is not later than the TWIC's expiration date. ALEA may adopt rules to implement this process. The act becomes effective on the first day of the third month after passage and governor approval (or when it otherwise becomes law).
