The Talladega County Commission must employ, supervise, and direct a qualified county engineer who works full time, resides in Talladega County (unless the commission waives this by majority vote), and oversees county road maintenance and construction. The engineer's duties include supervising staff, performing engineering and surveying, maintaining maps and records, keeping cost accounting for the county highway system, and building or changing roads only with a county commission order, while treating County Roads as a single unit without district divisions. It repeals the provision that allowed nominations for the position to come from the state highway director. The act takes effect immediately after passage.
