HB515 creates the Montgomery County Legislative Delegation Fund and Office, sets funding and staffing rules, and requires the county’s largest city to provide office space for the delegation.
The Montgomery County Commission must create the Montgomery County Legislative Delegation Fund and deposit at least $325,000 at the start of each fiscal year, with the delegation able to request funds as needed. The county will hire an office manager and two administrative assistants, with wages and benefits paid by the county, and these staffers must be chosen with the delegation’s approval and report to the chair to support the delegation. The delegation can use the fund to acquire equipment, supplies, services, and other items to establish and maintain the legislative office, and may also fund grants for allowable public purposes at its discretion. The largest city in Montgomery County must provide suitable office space and basic utilities, with the location chosen with the delegation’s consent. The act becomes effective on the first day of the third month after passage and approval by the Governor.
