HB326 amends the Entertainment Industry Incentive Act to rename the film office, add music albums as qualified productions, set minimum spending for music albums to qualify, and reserve incentives for music albums each year.
The bill renames the Alabama Film Office to the Alabama Entertainment Office and sets up a director appointed by the Governor with staff under the Merit System. It adds music albums to the list of qualified productions and establishes a minimum expenditure of $30,000 (with a $200,000 cap) for music albums to qualify for incentives. It maintains the existing rebate structure (25% of state-certified production expenditures plus 35% of Alabama resident payroll) and creates annual caps on total incentives, while reserving $2 million per fiscal year starting 2024-25 specifically for music albums; if unused by July 1, funds may revert to rebates for other productions. It also defines aggregation rules for TV series and commercials and provides an effective date of June 1, 2024.
