HB86 creates procedures for voters who moved to a new domicile but have not updated their voter registration, allowing them to vote at the correct polling place or via provisional ballots with immediate registration updates.
It requires electors to vote in the county and precinct of their domicile; votes cast elsewhere are rejected except for provisional ballots. If an elector's current domicile differs from what is on their registration but is in the same voting place, election officials may offer a form to update the registration and allow a regular ballot. If the current domicile is in a different voting place within the same county, officials may tell the elector the correct voting place and may issue a pass to minimize wait time; they may also verify domicile differences using the elector's statements, ID, or reliable sources. Provisional ballots may be cast at the correct voting place, and the canvassing board must ensure those votes are counted; provisional ballots allow immediate registration updates.
