SB243 would amend the Alabama Constitution to allow creation of innovation districts as public corporations and permit government support to those districts and for districts to support others, with some laws exempted.
If passed, the Legislature could authorize counties and municipalities to form innovation districts as public corporations and set their governance and powers. It would allow these districts to be exempt from certain state laws as determined by the Legislature. It would authorize the state and its subdivisions to provide public funds, revenues, property, and services to innovation districts without an election. It would also permit innovation districts to provide any of those resources to any public or private person or entity.
