HB393 would authorize the City of Alabaster to create up to two entertainment districts with special alcohol rules and enforcement powers.
If passed, the City Council can designate up to two entertainment districts, each no larger than 0.5 mile by 0.5 mile and containing alcohol licensees. The city can set hours, regulate operations, and revoke the district designation. Licensees within a district can obtain an entertainment district permit and follow district rules, including specific open-container allowances for patrons within the district and restrictions on bringing alcohol into other licensee premises; the ordinance also prohibits non-licensees from bringing in alcohol during operating hours. The city will enforce the rules and impose penalties for violations, with the ordinance effective June 1, 2025.
