HB417 expands the City of Eclectic’s boundaries in Elmore County to include a large set of surrounding parcels, with easements and a sewer-line agreement, effective October 1, 2025.
The act alters and enlarges Eclectic’s corporate limits to annex numerous described parcels totaling about 51.42 acres, spread across multiple sections and plats. The annexed land remains subject to existing restrictions, reservations, easements, and rights-of-way described in the deeds and plats (including road and utility easements along Kowaliga Road, Claud Road, Old Salem Road, River Stone/Centerline roads, and others). It includes a sewer-line construction and installation agreement with the Town of Eclectic. Some parcels are restricted from further subdivision, and at least one parcel includes a manufactured home; the overall change takes effect on October 1, 2025.
