HB459 would reshape the University of South Alabama Board of Trustees by expanding at-large seats, removing certain district requirements, and changing meeting rules.
It increases the board size by adding more members: Mobile County will have 3 trustees, the state at-large seats increase from 5 to 9, and the United States at-large seats increase from 2 to 3, with the Governor serving as ex officio president. It removes the previous rule that required one trustee from specific 1963-era senatorial district combinations, allowing those current trustees to complete their terms and then having the Governor appoint successors to fit the new structure. It changes the annual meeting to occur in June (not the first Monday) and updates rules for notifying about special meetings to be given as soon as practicable after the meeting is called and at least 24 hours before it begins. The act takes effect June 1, 2025.
