SB12 would bar state and local agencies from conditioning the issuance of business licenses or permits on first obtaining a different license from another agency.
If enacted, it would prevent agencies from requiring that a person hold a separate license from another government body before issuing a license or permit needed to operate a business. It defines 'license' to include licenses, permits, or certifications necessary to operate a business, but excludes licenses from occupational licensing boards. It sets an effective date of October 1, 2025 and states the prohibition applies notwithstanding other laws.
