Authorizes a special primary election for congressional districts affected by a federal court ruling on district boundaries, to be held under specific timing conditions in 2026.
If a federal court rules on boundaries in time to allow a supplemental special primary during the 2026 cycle, Alabama will hold a new special primary for the affected districts. The Governor must issue a proclamation and set an election calendar, and the winner of the special primary becomes the party nominee with no runoff. Regular primary results cannot determine the party nominee for the affected districts when a special primary is held, but eligible regular primary candidates may still appear on the special ballot; the certification of nominees will be based only on the special primary results. The act takes effect immediately and does not alter the date of the 2026 General Election or normal primaries when district boundaries have not changed.
