Alabama HB110 authorizes the issuance of digital driver licenses and nondriver ID cards by ALEA, to be used alongside or in place of physical cards, effective October 1, 2026.
The Alabama State Law Enforcement Agency may issue digital licenses if funds are available and may charge up to $15. Digital licenses can be issued in addition to physical cards and must include all information from the physical card, plus a bar code. A digital license may be used in place of a physical license when driving or operating a vessel, and officials must recognize it as valid on demand, but it cannot be used as voter photo ID. The bill requires privacy protections and security standards, allows ALEA to adopt rules, and directs the new fee to the Public Safety Fund.
