The bill repeals four sections of the Alabama Code that apply to Etowah County. It ends the county’s obligation to pay health insurance for laid-off employees, removes authorization for county action to repair equipment or sell fuel to charitable groups, eliminates the use of mechanical or facsimile signatures on warrants, and eliminates the two-week prior written approval requirement for public concerts or events. The act takes effect on October 1, 2026.
