HB408 lets the City of Alabaster create up to two entertainment districts with special alcohol rules and open-container allowances.
Allows the Alabaster City Council to designate up to two entertainment districts, each not larger than 0.5 mile by 0.5 mile and able to include Alabama ABC licensees. The ordinance can set district hours and other operating rules, and may revoke a district designation. Retail licensees in a district may obtain an entertainment district permit, and patrons may exit licensed premises with open containers within the district but cannot bring alcohol into other licensee premises. Non-licensees are prohibited from possessing or bringing outside alcohol into the district during hours of operation, and enforcement with penalties is provided; the act becomes effective June 1, 2026.
