HB606 would let Baldwin County appoint certain top county staff as contract employees by the county commission and remove some positions from automatic contract status.
The bill amends the law to make contracting certain county employees permissive for the county commission and to remove some roles from the list of contract positions. It lists specific roles that could be contracted by the county commission, including the county administrator, emergency management director, juvenile detention director, personnel director, building official, clerk/treasurer, county engineer, development and environmental director, budget director, and the communications and information systems director. Each contracted position must have a contract with minimum terms such as termination/severance, a job description, an annual evaluation, a clause that the contract is not binding on the next elected commission after four years (but must be addressed within 90 days of the new commission taking office), and a requirement that dismissal or non-renewal must be approved by a three-fourths vote of the elected county commissioners. The act becomes effective on October 1, 2026.
