Who is Phillip Rigsby?
Phillip Rigsby

Phillip was born and raised in Huntsville. He graduated from SR Butler High School in 1994. He then attended Auburn University and completed pharmacy school with a Doctor of Pharmacy degree in 2000. He returned to our area and started his career working for Kroger Pharmacy. In 2004 he began working at Huntsville Compounding Pharmacy and The Medicine Shoppe Pharmacy. He later purchased both in 2015 and continues to work as a pharmacist at both locations.

Phillip married his wife Pamela in 1998. She was a special education teacher at Sparkman High School, but after the birth of their boys, they decided she should be at home with them. She currently works with the Westminster athletic department facilitating concessions and she works as a pharmacy technician when needed at their pharmacies. Pamela also serves on the board of directors for a local non-profit organization, Next Step Farms, serving adults with special needs. Their son Preston is 19 and will be a sophomore at The University of Alabama. He is studying marketing with aspirations to attend law school. Parker is 16 and will be a senior at Westminster Christian Academy. They are founding members of Providence Baptist Church.

Relating to pharmacists and the dispensing of emergency refills of medication; to amend Section 34-33-75 of the Code of Alabama 1975, to increase the supply of medication that may be dispensed in a one-time emergency refill to include the smallest dispensable package size of a medication; and to further provide for the notice to the prescriber after dispensing.
Relating to the practice of pharmacy; to authorize a licensed pharmacist to prescribe certain vaccines; and to require pharmacists who administer vaccines to individuals under 19 years of age to also recommend annual well-child visits to a pediatrician.
Relating to the Military Family Jobs Opportunity Act; to amend Section 31-1-6, Code of Alabama 1975, as amended by Act 2022-92, 2022 Regular Session, to extand professional license reciprocity to spouses of United States Department of Defense civil servants; and to make nonsubstantive conforming changes to the law.
Relating to the Board of Pharmacy; to amend Section 34-23-32 of the Code of Alabama 1975, requiring a manufacturer, bottler, packager, wholesale drug distributor, and other entities in the supply chain for pharmaceutical products to obtain an annual permit from the board; to require each permit holder to designate a representative of the permit holder who would be required to register with the board; and to provide for an additional annual registration fee.
Relating to the Board of Pharmacy; to amend Section 34-23-30 of the Code of Alabama 1975, relating to persons required to have a permit issued by the board to perform pharmacy services; to provide that an entity providing pharmacy services to residents of this state, rather than a person, would be required to have a permit issued by the board.
