HR273 192450-1 By Representatives Sanderford, Rowe and Baker RFD: First Read: 01-MAR-18 192450-1:n:02/28/2018:AR/ar LSA2018-1143 COMMENDING OFFICER JOSHUA GARLEN OF THE MADISON POLICE DEPARTMENT AS A NOMINEE FOR THE 2018 ALABAMA LEGISLATIVE MEDAL OF HONOR FOR LAW ENFORCEMENT. WHEREAS, it is with highest commendation that we recognize Officer Joshua Garlen of the Madison Police Department as a nominee for the 2018 Alabama Legislative Medal of Honor for Law Enforcement, Alabama's highest law enforcement award for extraordinary courage in the line of duty; and WHEREAS, for exceptionally valorous and intelligent police services, protecting the lives and safety of others as well as his own, during the attempted pursuit and apprehension of a domestic violence offender, Officer Joshua Garlen distinguished himself among his peers for decisive action that ended an immediate threat to officers, the general public, and the victim of domestic violence on October 1, 2017; and WHEREAS, in a effort to defend himself from a violent assault with a truck and prevent further injury to himself and others, Officer Garlen drew his service weapon and fired four times through his windshield and into the rear window of the truck, each shot narrowly missing his attacker; he was able to successfully end the assault; and WHEREAS, rather than request medics for himself, Officer Garlen, having obtained control of the offender, requested medics respond to evaluate a fellow officer to ensure he had not been injured during the pursuit or from the discharge of his weapon; it was not until after the other officer had received medical attention that Officer Garlen advised he had been injured; and WHEREAS, Officer Garlen demonstrated courageous, calm, and intelligent quick thinking; he took action to defend his life and reduce the danger to the lives of fellow officers involved in the pursuit as well as innocent citizens, and he is truly deserving of this distinguished nomination for the Legislative Medal of Honor for Law Enforcement; now therefore, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE LEGISLATURE OF ALABAMA, That we hereby recognize and honor Officer Joshua Garlen as a nominee for the 2018 Legislative Medal of Honor for Law Enforcement and direct that he receive a copy of this resolution as evidence of our admiration and esteem.
