This bill would require the Department of Revenue to implement an online database for a county or municipality to notify the department that a motor vehicle has one or more unpaid parking citations in the municipality
This bill would provide that the Department of Revenue may not renew the registration of a motor vehicle owner who has one or more unpaid parking tickets or citations in the county or municipality at the time the motor vehicle owner attempts to renew the registration. Section 1
(a) Beginning January 1, 2019, the Department of Revenue may not issue or renew the registration of any motor vehicle whose owner or registrant has failed or refused to pay one or more parking tickets or citations issued for parking violations in any county or municipality in the state. (b) The Department of Revenue shall create and maintain an online database for the purpose of recording parking violation citations and tracking their status, including, but not limited to: (1) The vehicle owner's full name. (2) The color, make, and model of the vehicle. (3) The date and time of the citation. (4) The license plate number. (5) The status of payment of the fine. (c) The Department of Revenue shall ensure that the database required by subsection (a) is designed so that ticketing authorities in each county and municipality may access the database and enter and regularly update information pertaining to parking violation citations. As parking violation citations are paid by vehicle owners, the ticketing authorities shall be required to update those entries in the database accordingly. (d) The database required by this act shall be operational by no later than January 1, 2019. (e) A vehicle owner may provide a receipt or other proof of payment of a parking violation citation in the event the database has not been properly updated at the time he or she attempts to register a vehicle or renew registration for a vehicle. (f) Upon resolution of payment of parking tickets or citations by a vehicle owner, the Department of Revenue may require vehicle owners to pay an additional fee of 12 percent of the total resolved parking ticket or citation fine amount to be divided equally between the Motor Vehicle Division of the Department of Revenue and the local registration office prior to issuing or renewing the registration of a motor vehicle.
Section 2
This act shall become effective on the first day of the third month following its passage and approval by the Governor, or its otherwise becoming law.
