This bill makes a supplemental appropriation from the Education Trust Fund Advancement and Technology Fund to the State Department of Education in the amount of $1,287,807 for the fiscal year ending September 30, 2019; to the public institutions of higher education in the amount of $73,609,761; and to the Department of Education, the Board of Trustees of the Alabama Institute for Deaf and Blind, the Board of Youth Services School Districts, the Board of Directors of the Alabama School of Fine Arts, and the Board of Trustees of the Alabama School of Math and Science in the amount of $198,716,398 for the fiscal year ending September 30, 2019
To make a supplemental appropriation from the Education Trust Fund Advancement and Technology Fund to the State Department of Education in the amount of $1,287,807 for the fiscal year ending September 30, 2019, to the public institutions of higher education in the amount of $73,609,761, and to the Department of Education, the Board of Trustees of the Alabama Institute for Deaf and Blind, the Board of Youth Services School Districts, the Board of Directors of the Alabama School of Fine Arts, and the Board of Trustees of the Alabama School of Math and Science in the amount of $198,716,398 for the fiscal year ending September 30, 2019.
Section 1
In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated $1,287,807 from the Education Trust Fund Advancement and Technology Fund to the Department of Education for the fiscal year ending September 30, 2019. This appropriation shall be expended to award grants to local education agencies to provide technology tools and professional development services to classroom teachers.
Section 2
In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated a total of $73,609,761 from the Education Trust Fund Advancement and Technology Fund to the public institutions of higher edu- cation for the fiscal year ending September 30, 2019. This appropriation shall be expended as provided in Section 29-9-4, Code of Alabama 1975. Section 3
In addition to all other appropriations heretofore or hereafter made, there is hereby appropriated a total of $198,716,398 from the Education Trust Fund Advancement and Technology Fund to the Department of Education, the Board of Trustees of the Alabama Institute for Deaf and Blind, the Board of Youth Services School Districts, the Board of Directors of the Alabama School of Fine Arts, and the Board of Trustees of the Alabama School of Math and Science for the fiscal year ending September 30, 2019. This appropriation shall be expended as provided in Section 29-9-4, Code of Alabama 1975.

(c) The above appropriation for teacher professional development shall be used to provide technology tools and professional development services to classroom teachers in an effort to improve instruction and student learning gains. Funds shall be allocated to the Alabama Department of Education to support the Digital Tools for Teachers Initiative. The Department shall allocate funds through a grant for local education agencies that will serve an equal number of teachers per school system though the provision of a technology tools package. It is the intent of the legislature that the funds shall be expended only for a tools package that includes a laptop, wireless tablet, a projector and professional learning services. The Department shall make a determination as to which packages are approved for district purchases. The State Superintendent shall provide a report of the initiative to the Chair of the House Ways and Means-Education Committee and the Chair of the Senate Committee on Finance and Taxation-Education no later than October 1, 2020.
Section 5
This act shall become effective immediately upon its passage and approval by the Governor, or upon its otherwise becoming law.
