HB326 amends Section 34-12-34 to explicitly authorize the board to call special meetings as provided by its bylaws. Special meetings would be held at times and places set by the bylaws, with a limit of not more than one meeting per calendar month, and notice must be given according to the bylaws. The bill keeps the board's requirements to hold at least two regular meetings each year and to annually elect or appoint a chairman, vice-chairman, and secretary who are board members, with a quorum of at least three voting members. It becomes effective on the first day of the third month after it is passed and approved by the Governor.
