HB231 lets the City of Calera create up to two entertainment districts, regulate alcohol service there, and impose penalties for violations.
The City Council may establish up to two entertainment districts in Calera, each not larger than a 0.5 by 0.5 mile area defined by the Calera City Code, and regulate hours and other rules. Retail ABC licensees in these districts can get an entertainment district permit and must follow all license rules. Patrons may exit licensed premises with open containers within the district, but may not take containers into other licensee premises or bring in outside alcohol during district hours, and non-licensees cannot possess outside alcohol within the district during operation. The city will enforce the ordinance and impose penalties for violations, and the act repeals conflicting laws.
