HB347 bans new centralized mail delivery devices (cluster mailboxes) in most new one- and two-family dwelling and townhouse neighborhoods in Alabama, with several exceptions.
If enacted, the bill generally prohibits installing centralized mail delivery devices in new one- and two-family dwelling and townhouse neighborhoods. Exceptions allow centralized delivery if the developer or a majority of residents have elected to install it, or for existing neighborhoods with centralized delivery before 2023, or for condominiums/apartments, or for commercial properties not containing those housing types; USPS installations are exempt and manufactured homes are not affected. Where allowed, centralized mail delivery can be placed in rights-of-way or easements up to 62 inches tall with local government approval, and local governments cannot impose additional rules beyond this act (except in historic districts). If an HOA is active, voting follows HOA rules; otherwise, only one resident per dwelling may vote. The act becomes effective immediately after the governor signs it.
