If passed, the bill directs $400,000 each year from Oct 1, 2023 to Oct 1, 2032 to Calhoun Community College to support Phase III of the Alabama Center for the Arts and to help fund higher education in Morgan County and dual enrollment with local schools, with the condition that the project starts by 2023-2024 and, if not started by Oct 1, 2024, the funds stay in an account until the legislature appropriates them. After that allocation and after any remaining distributions from Act 2013-199, the bill allows up to $275,000 per year to go to the Community Foundation of Greater Decatur to be split between Senate and House districts within Morgan County based on population, with the foundation deciding how to spend the money. Any other funds distributed to Morgan County under Act 2010-135 would then go to the Morgan County legislative delegation office each year.
