SB19 would expand the Alabama Job Creation and Military Stability Commission by adding a Fort Benning retired member and broader local representation.
If enacted, the commission will include one additional retired senior Armed Forces member for Fort Benning, appointed by the Governor after consulting with the civic leader from the community represented. It will also add a civic leader with significant military-relocation experience from each community most affected by military facilities, appointed by the chair after consulting with local groups. The bill changes governance and terms (four-year terms, renewable; chair and two vice chairs; initial members from earlier acts remain until 2019 quadrennium) and allows meetings by teleconference, requires public meeting notices, annual reporting to the Legislature starting in 2018, and enables the commission to accept gifts and donations with support from the Military Stability Foundation (not a government body). It also directs study and evaluation of DoD resources in the state and potential re-stationing or reorganization, with emphasis on diverse representation.
