The bill would allow non-principal campaign political action committees (PACs) to contribute to political parties in certain circumstances.
Currently, Alabama law restricts PACs from giving to political parties and mainly allows contributions to principal campaign committees. SB289 would permit non-principal PACs to donate to political parties, while continuing to allow contributions to principal campaign committees. It also clarifies that non-principal PACs may transfer funds to principal campaign committees, political parties, and certain corporate segregated funds under specific conditions, and it preserves existing rules against straw donations and other transfer restrictions among PACs, 527s, and principal committees. The changes would take effect immediately after passage and governor approval.
