The bill would amend Alabama's Constitution to bar any municipality located entirely outside Blount County from regulating or providing police or fire services in the Blount County portion of its police jurisdiction, except for mutual aid.
If adopted, the amendment would prevent outside-Blount County municipalities from enforcing any municipal ordinances or regulations in Blount County within their police jurisdiction there (including taxes, zoning, planning, sanitation, and inspection services). It also would stop those municipalities from providing regulatory functions or police or fire protection in Blount County, except for public safety mutual aid. The change would be decided by a local election under the state's existing amendment process and would include a ballot description for voters.
