It amends Section 17-3-8 to specify maximum working days per fiscal year for each county's Board of Registrars, including a new five-days-per-week cap for Limestone County. Limestone is allowed up to 167 working days per fiscal year, with actual session days determined by the board's quorum. Some counties have higher annual caps (ranging from about 120 to 220 days, with discretionary 30-day extensions in certain counties and paid by the counties), while Jefferson County is exempt from the five-day-per-week rule. The bill also allows up to 25 days for special registration sessions with advance notice, and sets the effective date after gubernatorial approval.
