The bill prohibits athletic associations, K-12 public schools, and local boards of education from restricting a coach or non-faculty coach, or an administrator, from coaching or instructing any student outside the school sport season or outside events beyond the school team. It defines 'athletic association' as a state organization that runs member schools' athletic programs, receives public funds, and uses public facilities. It also says public K-12 schools may not be members of an athletic association that violates this prohibition. The act would take effect on the first day of the third month after its passage and governor's approval.
