It abolishes the Madison County Board of Barber Examiners and shifts barbering regulation in Madison County to the Alabama Board of Cosmetology and Barbering. Any licenses issued by the Madison County Board before the act becomes effective will remain valid until their expiration date. The acts that created the county board are repealed, and the act becomes effective immediately after the governor signs it.
